MEMORANDUM OPINION AND ORDER
BRADEN, Judge.
The contribution of the nation’s defense and related industries to research and development after World War II is unmatched by any other developed country. For example, in fiscal year 1990 alone, the United States Department of Defense reported that 121 defense contractors spent a total of $7.3 billion in independent research and development and related costs.
