Appellant Andrew Farish is a prisoner serving a sentence in the Missouri Department of Corrections (MDOC). He brings this declaratory judgment action claiming that he is entitled to additional jail time credit against this sentence under section 558.031.1.1 He claims, first, that he is entitled to credit for time he spent in custody in the state of Kansas awaiting disposition of Kansas charges.
