Introduction

T1 Nearly twenty-six years ago, a jury convicted Ralph Leroy Menzies of the first degree murder of Maurine Hunsaker. At sentencing, Judge Raymond Uno imposed the death penalty. Since then, we have issued three opinions in Mr. Mengies's case: two from direct appeals 1 and one from a post-conviction appeal. 2 In Mr. Menzies's first post-conviction appeal, Menzies TII, we reversed the dismissal of his post-conviction petition and allowed him to amend his petition. 3 He availed himself of this opportunity multiple times, culminating in the…
