BRECKENRIDGE, Judge.

Eric Peters, Mike Forck, and Donald Stockman, in their capacity as Cole County Commissioners (Commissioners), appeal the trial court’s judgment declaring that Cole County Collector William “Skip” Rich is entitled to additional compensation for collecting municipal taxes for Jefferson City from 1988 through 1998.
