OPINION

WARD, Justice.

This is a tax suit instituted by Northside Independent School District to collect ad valorem taxes on the property of Air Force Village Foundation, Inc., for the years 1972 through 1975. The City of San Antonio, the State of Texas, and the County of Be-xar intervened claiming ad valorem taxes for the same period. The Foundation defended on the basis that its property was exempt from such taxation as the property of an institution of purely public charity within the meaning of Article 8, Sec. 2, of the Texas Constitution, and Article 7150, Sec. 7, Tex.Rev.Civ.Stat.Ann.…
