American Council of Life Insurance (ACLI) filed this suit seeking a declaratory judgment that the “Prohibition of Discrimination in the Provision of Insurance Act of 1986” enacted by the District of Columbia Council is unconstitutional under the Fifth Amendment and violates the District of Columbia Self-Government and Governmental Reorganization Act, D.C.
