AT&T Communications of the Southwest, Inc., brings this appeal from Order No. 12 of the Arkansas Public Service Commission (the PSC or the Commission), in which the Commission made certain determinations with respect to the Arkansas Universal Service Fund (“AUSF”). AT&T initially appealed to the court of appeals, which upheld the Commission’s order. See AT&T Communications of the S. W., Inc. v. Arkansas Pub. Serv. Comm’n, 67 Ark.
