Appellant Transport is a public service corporation engaged in the operation of an urban mass-transportation system in Milwaukee county, Wisconsin. On May 14, 1958, it applied to the commission for an increase in its fares. Hearing was had and on testimony of Transport witnesses indicating that additional revenue was necessary to meet debt obligations and current operating expenses, an interlocutory order was made granting an emergency fare increase on June 17th.
