On the 22d of October, 1929, Prank M. Cook and Sidney M. Cook lent $8,000 to John E. Murray on his promissory note secured by a mortgage on Murray’s lot in Shreveport. The mortgage was recorded on the same day, and was then the only mortgage or lien on the property. On that day the city council of Shreveport adopted an ordinance accepting from a contractor the paving of the street in front of Murray’s property, and levying a special assessment of $1,018.39 against the property.
