ODOM, Justice.

The judges of the Court of Appeal for the second circuit certify the following question of law to this court and ask for instructions under section 25, art. 7, of the Constitution:

“Plaintiff alleged that upon compliance with Act 187 of 1920, by the property owners and the City of Shreveport, Ashton Street, in the City of Shreveport, from Pierre Avenue to Norma Street, was paved.
