On March 3, 1869, congress passed an act granting “to the state of Oregon, to aid in the construction of a military wagon road from the navigable waters of Coos Bay to Boseburg, in said state,” the alternate sections of the public land, not exceeding six sections in width on each side of said road, (15 St. 340;) and on October 22, 1870, the leg- ' islative assembly of Oregon passed an act granting the Coos bay Wagon Road Company “all lands, rights of way,” etc., so granted to the state, “for the purpose of aiding said company in constructing the road mentioned in said act of…
