[EDITOR'S NOTE: This case is unpublished as indicated by the issuing court.] MEMORANDUM OF DECISION The plaintiffs in this action seek an order of mandamus directing the Colchester Zoning Board of Appeals to issue a certificate approving the plaintiffs' application for site plan approval which upon denial by the Colchester Zoning and Planning Commission became the subject of an appeal to the Zoning Board of Appeals. Subsequent to receipt of the plaintiffs' appeal, the Zoning Board of Appeals refused to conduct a public hearing on the site plan appeal because of a claimed lack of jurisdiction.…
