OPINION

BARZILAY, Judge.

Plaintiff, Ludvig Svensson (U.S.) Inc. (“Svensson”), commenced this action challenging the classification of its imported merchandise by the United States Customs Service (“Customs”). This Court has jurisdiction under 28 U.S.C. § 1581(a) (1994). The parties have cross-moved for summary judgment. For the reasons set out in the opinion which follows, the Court grants Plaintiffs motion for summary judgment.
