Plaintiffs Mansfield Apartment Owners Association appeal the order of the District Court granting summary judgment in favor of defendants City of Mansfield, et al., in this civil rights action challenging the defendants’ policy of refusing to provide water service to landlords until the delinquent accounts of plaintiffs’ former tenants are paid.
