THRASH, District Judge.

This is a 42 U.S.C. § 1983 action that arises out of the death of a DeKalb County Jail inmate. It is before the Court on the Plaintiffs’ Motion to Compel [Doc. 83].

I. BACKGROUND

Hoyt Jenkins was a 71 year old inmate locked up in the DeKalb County Jail. He was found dead in his jail cell on July 7, 2004. Jenkins had a history of mental illness, and according to the Plaintiffs, his illness manifested itself in the form of physical violence and verbal outbursts.
