Before RABINOWITZ, C. J., and CON-NOR, BOOCHEVER, BURKE and MATTHEWS, JJ. RABINOWITZ, Chief Justice.

Based on findings in a planning study conducted by the State Department of Transportation covering the physical-plant requirements of the Division of Corrections and the Department of Public Safety, two bills authorizing the issuance of capital improvement bonds were introduced in the 1978 session of the Alaska Legislature.
