Antioch Milling Co. and the other appellants in this case operate public grist mills which are supplied with electric power by the appellee, Public Service Company of Northern Illinois. Until July 15, 1951, this power was furnished to the appellants under a rider which set a special maximum of 3.5 cents per kilowatt hour upon the charges which would otherwise have been payable under the applicable standard rate.
