This is an appeal by the Pennsylvania Power & Light Company from orders of the Public Service Commission in a proceeding instituted by the city of Williams-port and others on complaints alleging that appellant’s rates were excessive and unreasonable. We are all of the opinion that the case cannot and ought not to be finally disposed of on the record as it now stands, and that for three principal reasons. While this appeal was pending and before it could be disposed of, radical changes were made by the legislature in the public utility laws concerning procedure on appeals…
