Chapter 59, Laws of 1931, appropriates $100,000 or so much thereof as may be necessary “to build and equip a building for girls at the School and Home for the Feeble Minded.” This action was brought to obtain an injunction against the members of the state board of charities and corrections and other officers preventing the construction of such building without advertising for bids and letting of a contract to the lowest responsible bidder.
