[¶ 1] Kathleen Kelley appeals from a judgment of the Superior Court (Kennebec County, Mills, J.) affirming the decision of the Board of Trustees (Board) of the Maine Public Employees Retirement System (MPERS). 1 5 M.R.S. § 11008 (2008); M.R.
