Diane M. Wilson, a patient at the Madden Mental Health Center (“Madden”) operated by the state of Illinois in Hines, Illinois, brought this suit under 42 U.S.C. § 1983 against the facility’s director, her treating psychiatrist and social worker. She alleged that the defendants violated her substantive and procedural due process rights under the Fourteenth Amendment by failing to provide her with reasonably safe conditions of confinement and by failing to initiate involuntary commitment proceedings.
