Sheila B. McGreal brings this action against AT & T Corp. and Illinois Bell Telephone Company, d/b/a AT & T Illinois, (collectively, AT & T); Dennis V. Stoia, an arbitrator employed by Orland Park, Illinois; the Village of Orland Park, Illinois (“Orland Park”); Timothy J.
