KEETON, District Judge.

Plaintiffs are students of the Boston University (“BU”) School of Theology. They claim that their religious liberties are being violated by the operation of Department of Education (“DOE”) regulations which condition the receipt of federal-, aid on the completion of a statement declaring the applicant’s draft status.
