The opinion and judgment of the Court in this cause handed down on February 8, 1993, are withdrawn and the following opinion is substituted therefor.
Appellants 1 sought judicial review of the Public Utility Commission’s (the “Commission”) final order in a rate case concerning Southwestern Bell Telephone Company (“SW Bell”) and other entities. 2 The district court affirmed the Commission’s order, and the appellants seek reversal of the district court’s judgment.
