This action was originally filed in the District Court of Coffey County, Kansas. It has been removed to this court. Plaintiff, Delbert E. Elbrader, is suing: Kelly Blevins, a police officer for Burlington, Kansas; Michael J. Sahadi, a former police officer for Burlington, Kansas; ' Ralph Romig, the chief of police for Burlington, Kansas; and the City of Burlington, Kansas.
