Robert and Cheryl Brawders (“the Brawders”) appeal from a decision of the Bankruptcy Appellate Panel (“BAP”) reversing in part and remanding a bankruptcy court judgment which awarded them damages for the County of Ventura’s (“County”) violation of an automatic stay in the Brawders’ prior Chapter 13 proceeding.
