This case is before the Court for review of the Special Master’s July 30, 2007 Ruling on Onset and July 31, 2009 Decision on Entitlement dismissing Steven and Lisa Richardson’s petition on behalf of their daughter, Megan Richardson, for compensation under the National Childhood Vaccine Injury Act of 1986, 42 U.S.C. § 300aa-2 et seq. (2006) (the “Vaccine Act”).
