In this administrative appeal, the named defendant, the zoning board of appeals of the city of Stamford (board) has moved to strike both counts of a two count complaint.
The zoning enforcement officer of the city of Stamford issued a cease and desist order directing the plaintiff, Carmela Totino, to remove a basement apartment in premises that she owned at 16 Plymouth Road, Stamford.
