The plaintiff, an inmate at the Massachusetts Correctional Institution at Bridgewater, was transferred after a classification hearing to a Federal prison in Memphis, Tennessee. This case concerns the sufficiency of that hearing under both the Federal due process clause and State regula tions. In addition, the plaintiff asserts that the transfer denied him access to the courts because the Federal facility does not contain adequate Massachusetts legal materials.
