MEMORANDUM OPINION AND ORDER
RESTANI, Judge:
Plaintiffs move for a preliminary injunction staying liquidation in this antidumping matter, so that this court’s final decision resolving the challenge to the administrative determination will have full effect. 1 See 19 U.S.C. § 1516a(c)(2) and (e) (1982). As to the motion for preliminary injunction, there is little factual difference between Oki Electric Indus. Co. v. United States, 11 CIT -, 669 F.Supp. 480 (1987) and the case at hand.
