MEMORANDUM OPINION AND ORDER

PHILIP PRATT, District Judge.

This is a class action on behalf of approximately 200 inmates at the Federal Correctional Institution at Milan, Michigan, who were sentenced to custodial terms under the Youth Corrections Act, 18 U.S.C. § 5005 et seq. The defendants consist of the Attorney General of the United States, the Director of the Federal Bureau of Prisons and the Warden at Milan.
