In this case the North Loup River Public Power and Irrigation District filed an application with the Department of Roads and Irrigation seeking an order nunc pro tunc modifying, amending, and correcting its permit No. 2312 granting an appropriation of water for irrigation *824purposes. A petition in intervention supporting the application was filed on behalf of the North Loup River Water Users Association.
