In October 1989, appellant, Mingo Junction Safety Forces Association, Local No. 1 (“Local No. 1”), representing members of the police and fire departments of Mingo Junction, filed a notice to negotiate, pursuant to R.C. 4117.04, with the State Employment Relations Board (“SERB”). As required, a copy of the existing contract between Local No. 1 and Mingo Junction was attached.
