*The Magnuson-Stevens Fishery Conservation and Management Act created an accountability system to ensure that our nation’s waters are not drained of their resources. Among other things, the Act requires regional Fishery Management Councils to set Annual Catch Limits for fishing off America’s shores. Those ACLs set ceilings on the amount of particular stocks of fish that can be harvested in a given year.
