The plaintiff and the defendant are licensed wholesalers of cigarettes under GK L. c. 64C, in serted by St. 1945, c. 547, § 1, and are “in competition with each other and a large number of other wholesalers within the Commonwealth.” This bill in equity under GL L. c. 231A, inserted by St. 1945, c. 582, § 1, is brought for a declaratory decree as to the construction of certain provisions of Gr.
