After the vehicle in which Lisa Teague was a passenger was involved in a high-speed police chase resulting in a collision, Teague sued the City of Dallas (the “City”) and Dallas County (the “County”) under the tort claims act. The City and the County each filed a plea to the jurisdiction based on governmental immunity, and the trial court granted the pleas.
