BEAM, Circuit Judge.

Terry E. Branstad, Governor of Iowa, and Richard R. Ramsey, Executive Director of the Iowa Criminal and Juvenile Justice Planning Agency, appeal an order of the district court awarding attorney’s fees to Hendrickson1 as a prevailing party under 42 U.S.C. § 1988 (1990). The district court found that a lawsuit filed by Hendrickson successfully enforced Iowa’s compliance with the Juvenile Justice and Delinquency Prevention Act.
