Lorenzo Taylor appeals from a district court order granting the Secretary of State’s motion for summary judgment. Taylor claimed that the State Department violated the Rehabilitation Act of 1973, 29 U.S.C. §§ 701-796Í, when it refused to hire him as a Foreign Service Officer because he is HIV-positive.
