On 25 April 2005, petitioners North Carolina Alliance for Transportation Reform ("NCATR") and Herb Zerof filed a petition for writ of certiorari seeking judicial review of the Environmental Assessment ("EA") and Finding of No Significant Impact ("FONSI") prepared by respondent, the North Carolina Department of Transportation ("NCDOT"), for Transportation Improvement Program Project R-2502.
