Plaintiffs in this case, a collection of local volunteer fire and rescue departments 1 and several of their former administrative employees 2 (collectively, “Plaintiffs”), have filed this action against defendants Montgomery County and certain county officials 3 (collectively, “Defendants”) under various federal and state statutory and constitutional provisions.
