Marchsteiner, is barred from seeking judicial enforcement of the Law Enforcement Officer’s Bill of Rights (LEOBR), Code, Art. 27, §§ 727 etseq., by virtue of his failure to resort to grievance procedures provided by a collective bargaining agreement between the Baltimore County Administration and the Fraternal Order of Police, Lodge No. 4.
