OPINION

LYDON, Judge:

In this civilian pay case, plaintiff challenges his removal, for cause, from federal employment by the Internal Revenue Service (IRS). This removal action was affirmed by the Federal Employee Appeals Authority, United States Civil Service Commission (FEAA). The Appeals Review Board, Civil Service Commission (ARB) (now Office of Appeals, Merit Systems Protection Board (MSPB)) subsequently denied plaintiff’s request to reopen and reconsider the FEAA decision.
