Before the Court is a motion to dismiss (No. 11) filed by Defendant Dorelisse Juarbe-Jiménez, in her official capacity as Insurance Commissioner of the Commonwealth of Puerto Rico (“Defendant” or “Commissioner”), and Plaintiff Asociación de Suscripción Conjunta del Seguro de Responsabilidad Obligatorio’s (the “JUA”) opposition thereto (No. 14).
