The appellant as relator made application to the District Court of Hardeman County to obtain a writ of mandamus directing and requiring the president and secretary of the School Board of the Williams Rural High School District in said county to sign and affix the corporate seal of the district to certain bonds known and designated as Williams Rural High School District Refunding Ronds.
