BRYSON, Circuit Judge.
This case involves a claim for damages attributable to the government’s mismanagement of Indian timber resources. The two plaintiffs are the Confederated Tribes of the Warm Springs Reservation of Oregon and Warm Springs Forest Product Industries, a tribal corporation that engages in timber transactions on behalf of the Confederated Tribes. For convenience, we refer to the plaintiffs collectively as the Tribes.
