In the instant action, Plaintiff Betty Clayton sues the District of Columbia (“the District”) and the District of Colum bia National Guard alleging discrimination and retaliation under Title VIL Clayton moves under Federal Rule of Civil Procedure 42(a) to consolidate this action (“Clayton II ”) with Clayton v.
