BALDOCK, Circuit Judge.
In this consolidated appeal, Plaintiffs appeal the district court’s grant of summary judgment in their 42 U.S.C. § 1983 actions. We have jurisdiction under 28 U.S.C. § 1291.
On January 5,1992 at 9:30 a.m., the Sapul-pa Oklahoma Police Department received notice that Glen Gibbs, a black male, had escaped from a correctional institution, and was suspected of raping his niece and attempting to rape his wife.
