The appellants, Kennedy-Chamberlin Development Company and Kenwood Golf and Country Club, plaintiffs below, filed a bill of complaint in the Circuit Court for Montgomery County to enjoin the appellees, the County Council of Montgomery County, the Director of the Department of Public Works of this County, and Lisbon Construction Company, contractors, from interfering with the natural drainage of surface water from a parcel of land containing 42.6 acres, situated north of Goldsboro Road, to the lower land of the appellants south of this road, until such time as the appellees agree to construct…
