Mr. and Mrs. George H. Kastendike, appellants, must believe in the statement, “Love your neighbor, yet pull not down your hedge.” 1 For while professing no rancor toward or intention to prohibit their neighbor, The Baltimore Association for Retarded Children, Inc. (BARC), appellee, from moving in, the Kastendikes insist that the move should not be allowed unless BARC obtains approval of the Mayor and City Council of Baltimore City.
