Before the court is 'the plaintiffs motion to certify a class action pursuant to Rule 23 of the Rules of the Court of Federal Claims (“RCFC”) in this “rails-to-trails” case focused on a relatively short, now-abandoned 3.23-mile “Provo Industrial Lead” rail line in Salt Lake and Utah Counties, Utah. Plaintiff, Geneva Rock Products, Inc.
